The challenge
Participation in Poland's civic budgeting votes was low, at around 11%.
The idea
Working with local governments, Mastercard turned ATMs into voting points. People withdrawing cash could choose where public funds should be invested in their neighbourhood, using a machine they already visit.
Results
- Over 20% of ATM users voted on local spending, against 11% prior civic budget participation
